The seven other known specimens from this particular obverse die clearly show the punctuation between the words of the legend as contraction marks; the punctuation on this particular piece has been re-cut to resemble colon stops and much of the lettering and toothed circumferential border exhibits signs of having been been tooled or re-cut.
